Most of hiring is reading applications from people you will not hire.
First-round screening takes about twenty-two minutes per applicant: reading the application, a short call, and writing down enough that whoever runs the real interview does not start from zero. At 30 applicants a month that is eleven hours before anyone is interviewed properly.

Questions
Why count applicants rather than hires?
Because the cost falls on the applicants, not the hires. If you screen thirty people to make one hire, the screening cost of that hire is thirty times twenty-two minutes, and looking at it per applicant is what makes the total visible.
What counts as first-round screening?
Everything up to the point where somebody is ready for a proper interview: reading the application, a short call to check the basics, and writing notes the interviewer can actually use. Sourcing candidates and making offers are separate jobs.
Does the owner still do the real interview?
Yes. The point of separating the first round is that the person who decides gets to spend their time on candidates worth deciding about, rather than on the ones who were never going to fit.
